Microsoft has announced major changes to license management for Dynamics 365 Finance and Operations (F&O) applications, introducing a structured validation process designed to improve compliance, simplify administration, and provide greater transparency for organizations.
Beginning November 1, 2025, all users will be required to have valid licenses assigned in order to access Dynamics 365 F&O applications. The transition will roll out in stages to give administrators ample time to prepare, supported by new reporting tools and a grace period.
Key Implementation Timeline
- May 15, 2025:
Enhanced license usage reporting becomes available in Power Platform Admin Center (PPAC) and Dynamics Lifecycle Services (LCS), offering administrators real-time visibility into license allocation and usage. No enforcement begins at this stage. - September 1, 2025:
Unlicensed users will start receiving in-product notifications instructing them to contact their administrator for license assignment. - November 1, 2025:
License enforcement begins. Any user without a valid license will be blocked from accessing Dynamics 365 Finance, Supply Chain Management, Commerce, Project Operations, or Human Resources apps.
Grace Period: A Year to Achieve Compliance
To ease the transition, Microsoft is offering a 12-month grace period starting from each customer’s subscription renewal in FY25 Q4 or FY26 Q1. During this time, unlicensed users will still be able to access applications while organizations review, purchase, and assign the necessary licenses.
However, the grace period does not remove licensing obligations. Organizations remain responsible for licensing compliance, and Microsoft reserves the right to back-bill for unlicensed usage identified during audits.
Smarter License Management with New Tools
The update introduces enhanced administration and reporting capabilities:
- Microsoft 365 Admin Center: The primary platform for assigning licenses to users.
- User Security Governance (USG): A new workspace within Dynamics 365 that maps roles, duties, and privileges to license requirements, helping administrators optimize assignments and avoid over-licensing.
- Power Platform Admin Center (PPAC): Provides consolidated license reporting and environment management.
- Dynamics Lifecycle Services (LCS): Offers detailed dashboards that mirror PPAC data for license tracking.
Administrators can also export detailed CSV reports to investigate discrepancies and drill down into license drivers at a granular level.
How Validation Works
Per-user license validation checks two factors at every login:
- License Assignment: The user must have the correct license assigned in Microsoft 365 Admin Center.
- Role Alignment: The user’s security roles must align with the entitlements of their license tier.
If either condition is not met after November 1, access will be denied.
Key Considerations for Businesses
- Custom Security Roles: Licensing is based on the highest-level securable object assigned to a user, even with custom roles.
- Guest and External Users: Business-to-business (B2B) guest users need licenses for licensed features, while certain external roles (such as vendors) are exempt.
- Service Accounts: Non-interactive accounts used for integrations do not require licenses.
- Multi-Tenant Access: Licenses are tenant-specific; users require separate licenses for each tenant but not for multiple environments within the same tenant.
Preparing for Enforcement
Microsoft recommends organizations take the following actions ahead of November 1, 2025:
- Audit all license assignments and review user security roles.
- Use USG reports to identify potential over- or under-licensing.
- Assign licenses at least 24 hours before user access is needed.
- Submit support tickets for discrepancies between Microsoft 365 Admin Center and PPAC reports.
